Visa upon arrival for Baku2015 ticket holders

Important Note: It is ticket purchasers’ own responsibility to check all Visa related information before traveling to Azerbaijan in relation to the Baku 2015 European Games. In case of any doubt after reading all Baku 2015 Visa information please contact the Embassy of the Republic of Azerbaijan responsible for your country of residence.

Attention: Please ensure that your registration data matches the data on your travel document.

Visa – is the official document providing legal origin to foreigners and stateless persons:

  •  For entrance to the country;
  • For temporarily staying in the country during the period stated in their visas;

  • For leaving the country during the same period stated in their visas.

A visa is required for most foreigners travelling to Azerbaijan.

In accordance with the decree signed by President of the Republic of Azerbaijan, foreigners and stateless persons who are permanently resident in foreign countries who have obtained a document confirming the purchase of a ticket for the European Games, may obtain a visa on arrival at the Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan located at the international airports of the Republic of Azerbaijan..  Service will be available from 2 June 2015.airport_2.jpg

A ticket purchase confirmation for the Baku 2015 European Games will be recognized as an invitation to travel to the Republic of Azerbaijan also if a visa is requested at an Embassy of the Republic of Azerbaijan.

Please note that this decree does not apply to the state borders on the ground.

Important Note: Extract from the “Terms and Conditions of Ticket Purchase and Use”

4.6 The Ticket Purchase Confirmation shall serve as the basis for getting a visa to enter the Republic of Azerbaijan for those ticket purchasers living outside of the Republic of Azerbaijan. The purchaser acknowledges and accepts that the grant of a visa to enter Azerbaijan is subject to the relevant legislation of the Republic of Azerbaijan and the discretionary rights and powers of the Republic of Azerbaijan and for this reason, the ticket purchase confirmation does not guarantee issuance of a visa and Baku 2015 or other relevant entities/authorities shall not in any case be liable for the non-issuance of a visa or prohibition of entering into the territory of the Republic of Azerbaijan.

17.11 Baku 2015, and any person/entity, involved in the organization of the Games, shall not be liable to a ticket holder for cases where the ticket holder may not access the sessions (or the territory of Azerbaijan) for reasons not related to Games ticketing operations, such as but not limited to lost or damaged tickets, visas being denied, or any similar reason. Baku 2015 and any other person/entity, involved in the organization of the Games shall not be liable for or compensate purchasers for lost, stolen, forgotten or damaged tickets or denied visas.

 Visa Free Regime

In accordance with the Migration Code of the Republic of Azerbaijan, visa free regime applies to the foreigners and stateless persons entering the Republic of Azerbaijan in case of an international agreement concluded with foreign countries as well as in the cases specified by the  relevant executive authority.

90 days visa free regime applies to the following countries: Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine, Uzbekistan.

 Required Documents

As from 2 June 2015, holders of a Baku 2015 European Games ticket purchase confirmation can obtain a single entry visa upon arrival at  international airports of the Republic of Azerbaijan valid for 30 days.

The following documents will need to be presented at the airport:    

  • a completed application form (available on this page, aircraft and at the airport). Please fill out the Visa Application Form in capital letters by hand;
     
  • the relevant person’s passport, which is valid for at least three months after the planned departure from the Republic of Azerbaijan;
     
  • 2 (two) passport-size colour photos of 3x4 cm, against a white background;
     
  • a Baku 2015 European Games ticket purchase confirmation;
     
  • The fee for granting a visa has to be paid in cash on arrival. Fees may vary based on bilateral treaties between Azerbaijan and the country of origin. Please check the most updated visa fee information on electronic display at the visa desk.

Attention! If there is less than 3 months before the expiry of a foreigner’s passport, a visa will not  be granted.

Tips for visa issuing procedure at the international airports of the Republic of Azerbaijan:

Fee Exemptions

  •  As you enter the airport, go to the passport control desks, where your passport will be checked;
  • You will then be asked to go to the visa desk;
     
  • Give the visa official your ticket purchase confirmation/invitation, passport photos and completed visa application form (you should be given a copy to complete if you do not have this with you);
     
  • You will be asked to pay cash for your visa (we recommend that you bring USD or EUR in cash to pay your visa fee). You can use ATMs located at the international airports to extract cash money;
     
  • Make sure that you are issued with a green receipt of visa fee payment by the visa desk and check the amount and currency on the receipt;
     
  • You may then proceed through the passport control desk.

According to the Law “On State fees” (article No 17.2) foreigners and stateless persons listed below are free from paying state fees for obtaining a visa to the Republic of Azerbaijan:

  • member of state representative staff and official persons;
     
  • representatives of international humanitarian organisations in the Republic of Azerbaijan;
     
  • persons studying via state programs and working on pedagogical activity;
     
  • traveling for official defence purposes.

 Citizens of the following countries holding ordinary passports can obtain a visa without paying a state fee:

  • In accordance with the agreement between the Republic of Azerbaijan and the Republic of Turkey, citizens of Turkey holding an ordinary passport can obtain a visa:

     in the diplomatic representatives and consulates of the Republic of Azerbaijan – without paying a state fee;

  • in the visa divisions of the Ministry of Foreign Affairs of the Republic of Azerbaijan operated in international airports – at a cost of 10 USD;
     
  • Residents of Turkey can get a visa at the airport without an invitation.
     
  • Citizens of Japan can obtain a visa without paying state fees;
     
  • Citizens of the Pakistan Islamic Republic holding ordinary passports can obtain a 15 days visa without paying state fees;
     
  • Residents of Israel can get visa at the airport without an invitation by paying a state fee. 

 Visa Fee

According to the Law “On State fees” foreigners and stateless persons coming to the Republic of Azerbaijan should pay visa fees for obtaining a visa. Please check the Visa Fees file for more details. Visa fees indicated on the electronic display boards can be easily acquainted by visitors at the  International Airports of the Republic of Azerbaijan.

Note: Visa fees mentioned on the Visa Fees file are subject to immediate change according to the bilateral relations between countries.

Responsibilities and Restrictions

According to the Law of the Republic of Azerbaijan “On exiting country, entrance to country and passports” (article No: 12) foreigners’ and stateless persons’ entrance to the Republic of Azerbaijan can be restricted in the cases set out below:

  •  If it is vital for the protection of national security or public order;
     
  • If it is significant for the protection of rights and legal interests of citizens of Azerbaijan Republic and other persons;
     
  • If the person violated the laws of the Republic of Azerbaijan in his/her previous visit to the Republic of Azerbaijan;
     
  • If the person gave false information about himself/herself when applying for entry to the Republic of Azerbaijan;
     
  • If the visitor suffers from mental illness or has an infectious disease which constitutes a threat to public health (excepting persons who do not constitute such threat and arrive at his/her or their legal trustee’s expense for medical treatment);
     
  • If the person has been deported from the Republic of Azerbaijan before;
     
  • If a person’s entrance to the Republic of Azerbaijan was considered undesirable.

In these cases, the grant of a visa to the person will be denied.

Warning for foreign nationals wishing to travel to the occupied territories of the Republic of Azerbaijan

The Ministry of Foreign Affairs of the Republic of Azerbaijan would like to remind all nationals of foreign countries wishing to travel to Nagorno-Karabakh and other occupied regions of Azerbaijan that due to continuing occupation by the Armed Forces of the Republic of Armenia, these areas are temporarily out of control of the Republic of Azerbaijan.

Any visit without the consent of the Republic of Azerbaijan to the above-mentioned territories, which are internationally recognized as an integral part of Azerbaijan is considered as a violation of sovereignty and territorial integrity of the Republic of Azerbaijan and as a breach of national legislation, as well as relevant norms and principles of international law.

Accordingly, the Ministry calls all foreign nationals to refrain themselves from travelling to the occupied territories in and around the Nagorno-Karabakh region of the Republic of Azerbaijan.

The Ministry would like to remind that those who travelled to the occupied territories without prior permission of the Republic of Azerbaijan will be denied the entry to the Republic of Azerbaijan.

 Registration for the more than 10 days stay

NOTE: Foreigners arriving in the Republic of Azerbaijan for a period of more than 10 days are required to be registered within the first 10 days of arrival (the day of arrival is counted as the first day). For this purpose, upon arrival at a hotel, boarding house, camp site, apartment or other living space, the administrator of that place or the owner (“the receiving party”) should submit anapplication form including a copy of the relevant passport personally or via email (qeydiyyat@migration.gov.az) to the State Migration Service of the Republic of Azerbaijan. At the same time, registration can be done online through the website of the State Migration Services of the Republic of Azerbaijan.

Failure to register, or to register in a timely manner, may result in a fine.
